The potential is good - to properly treat and remediate a single piece of these agents of death can cost US$1 Million. Multiple that by 2 million pieces, the potantial recovery is US$2 Trillion, even before trebling (for willful refusal to comply with treaty obligations). Even a 25% contingency for the American lawyers would go a long way towards balance of payments.
There are many more profitable opportunities for U.S. China cooperation
